effects of the proposed comprehensive plan on the residents of Dewey Beach,
providing assistance and leadership to the effort to develop a viable future
plan for our town.

Report of October 18, 2006:
The Town's P&Z Commission, after a October 10 public hearing, voted
to send the completed Comprehensive Plan (CP) to the Town Commissioners
for adoption. The public hearing had a moderate but interested crowd,
who had questions for the P&Z members and the staff. Prior to this
meeting workshops were held, but the public is not empowered to ask
questions at such workshops, so there was pent up interest on behalf of
our citizens. Four of the Town Commissioners also attended the public
hearing. A town effort in 2000 to bring a CP to fruition was not successful because the State did not accept the plan. That effort developed the zoning code first and then a CP. This effort has developed the CP, and after that is approved by the commissioners and hopefully the State, the zoning code will follow. This CP creates the necessary guidelines for specific zoning ordinances and, when adopted, it will have the force of law. Its intent is to be global, with the specifics to follow in the zoning code, The purpose of the CP effort was to analyze our land use and development policies ensuring they were consistent with the values of residents, property owners, business owners, and visitors regarding density, scale, ambiance, and anticipated future needs. Public surveys were conducted to determine this. The Institute for Public Administration, University of Delaware has acted as mentors and advisers to P&Z and the sense at the end of the meeting was that the CP was well thought out, and the premises on which it was built were valid. |
